Error 1603 is a common installation error message when you try to install a Windows installer package. It often occurs when ”SYSTEM” account doesn’t have “Full Control” permissions on the path where you wish to install the package. You can troubleshoot this error by granting “Full Control” permissions to your “SYSTEM” account.
Note: You need administrative rights to perform this task.
How to solve this problem?
There are two solutions for you to get rid of this problem. If solution one cannot fix it, just go to solution two.
Solution one:

- 1. Double-click “My Computer” on your desktop.
- 2. Right-click the drive where you wish to install the package. It is typically your “C:\” drive.
- 3. Choose “Properties.” Then click the “Security” tab.
- 4. Click the “Add” button. Click “SYSTEM” under “Name.” Then click “Add” and “OK.”
- 5. Check “Allow” next to “Full Control” under the subheading “Permissions.” Click “Advanced.”
- 6. Check “Replace permission entries on all child objects with entries shown here that apply to child objects” if you use Windows XP. Click “OK.” Check “Reset permissions on all child objects and enable propagation of inheritable permissions” if you use other versions of Windows. Click “OK.”
- 7. Click “Yes” when prompted.
- 8. Double-click the installer package that was previously generating the error. You will no longer have any issues with it.
Solution two:
If your problem is not solved by above method, just try registry cleaner tool. It is easy to use and many people recommend it to solve 1603 error.
- Download and install registry cleaner by clickig it.
- After installation, start registry cleaner and on the interface click Scan button.
- After scanning, click Repair All button to fix the errors.
